Development of a guideline to regulate and facilitate room module construction as a supplementary building code instrument under the premise of promoting affordable housing


Construction with space modules drives ecological, economic and social objectives with great potential. Nevertheless, it is rarely used. One of the reasons is the lack of building code formulation of requirements for space modules. This makes it difficult to determine permissibility and approvability for manufacturers and planners as well as for authorities. For these reasons, it was decided in the course of the Housing Summit in 2018 to promote modular construction and with it also construction with room modules not only through investment impulses, but also through harmonization of building code law. For this purpose, the introduction of a guideline presents itself as expedient. Guidelines as part of the administrative regulation Technical Building Regulations are common instruments of building law for the concretization of prescriptive requirements and regularly also contain facilitations for the construction method or building type under consideration. For example, the model high-rise building guideline contains relief for high-rise buildings erected in cellular construction. Accordingly, a guideline with the formulation of special requirements for room modules and room module buildings establishes legal certainty with regard to these and subsequently accelerates approval procedures. In addition, it increases the attractiveness of room module construction in procedural and economic terms through sensible technical simplifications. It is therefore to be expected that a guideline for modular construction will have an initial effect on significantly advancing the creation of affordable housing and at the same time contribute to the design of a sustainable value chain. A guideline developed transparently and consensus-based under the leadership of science thus serves as an innovation driver and strategic instrument of the federal and state governments for the creation of affordable housing in Germany.
